Title I

Title 1

Title I is a federal program that provides funds to school districts and schools with high numbers or high percentages of children who are disadvantaged to support a variety of services. Its overall purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments. The grant contains provisions for ensuring that children who are disadvantaged enrolled in private schools also benefit from the academic enrichment services funded with Title I, Part A funds. The Ashland School Districts provides Title 1 services for students in grades K – 8.  LSP, LSI, MVS, and AMS are Title 1 schoolwide schools while OPS is a targeted assisted school.

Schools with schoolwide programs use Title 1 funds to implement comprehensive strategies for improving the educational program of the whole school in schools with 40% or more poverty to increase the achievement of all students, particularly at-risk students.  In a Title 1 schoolwide school, Title 1 funds may be used to provide services to any student.

Schoolwide programs serve all children in a school. Title 1 is not a Special Education program.  All staff, resources, and classes are part of the overall schoolwide program. The purpose is to generate high levels of academic achievement in core subject areas for all students, especially those students most in need. This purpose is achieved through:

• High quality instruction
• Comprehensive reform strategies and methods that based on the use of scientifically based research
• Improving teacher quality  and professional development for teachers

Title I funds in a Targeted Assistance school must be used to improve the academic achievement of identified Title I students. Students must be identified based on multiple, objective, educationally related criteria. Criteria must also be generated to determine when a student may exit the Title I program. Title I supplemental services may be delivered in a number of ways, i.e., in-class instruction; pull-out instruction; and/or extended day, week, or year instruction.

Title I teacher(s) must be highly qualified and are responsible for providing supplemental services to identified students. Title I staff must coordinate with other school personnel and involve parents in the planning, implementation, and evaluation of the Title I program. Districts with private schools must consult with private school representatives before making final determinations about the use of Title I funds.
